isaflogoThe ISAF Annual General Meeting (AFM) and Council meetings will take place in Oman from November 9 to 16. Cary Byerley and Hector Duval are Group O representatives for the region, and will be there for the Council meeting which will be held on the afternoon of Friday November 15 and and the morning of Saturday November 16, followed by the AGM.

One of the points that is being put forward by the Executive Committee is to try and change who the Member National Authorities (MNA’s) may send as their delegate to vote in the Annual General Meeting. At this time an MNA may send who it wishes as a delegate to vote on their behalf, the only criteria is that they must be a national or a resident of the MNA that they are representing and the MNA must send a letter to ISAF stating who their delegate is.

The executive committee now wish to change it to the following:

25.1 Each Member National Authority may be represented by either:
1.      (a)  its president, chairman or other principal executive officer (such as a secretary general or chief executive officer); or
2.      (b)  a delegate who is a national or resident of the country concerned and who is either a member of the Council or a member of long standing of that Member National Authority;

As our representatives Cary and Hector disagree with this position. They believe it will make it even harder for the smaller MNA’s to take part and believe it is the right of any MNA to decide who they wish to send. The submission can be viewed on the ISAF website, the number is 038-13.

Eric Tulla from Puerto Rico and past ISAF Executive board member, will also join Hector and Cary in Oman, where he will be representing Puerto Rico at the AGM.  All MNA’s are urged to contact Cary or Hector and to submit a letter showing opposition to this submission.  Cary can assist with the outline of letter if needed.

Other ISAF Updates and Information Requests

Cary would also like to know of any Group O sailors that intend to campaign for the 2016 Olympics in Rio.  There are many issues that will be discussed in Oman concerning the Olympics that may effect the sailors and their ability to qualify. Following the meeting in Oman Cary will also update everyone on the important issues affecting the Olympics.

For the first time last May, the ISAF Council meeting was shown live – ISAF plans to do this again, and the link will be sent out once it is available.
